Function: combine-and-quote-strings

Concatenate the STRINGS, adding the SEPARATOR (default " ").
This tries to quote the strings to avoid ambiguity such that
(split-string-and-unquote (combine-and-quote-strings strs)) == strs
Only some SEPARATORs will work properly.
